THE A-JDSR – UPDATING THE 2007 JOINT DECLARATION ON SECURITY COOPERATION IN TROUBLED TIMES

This webinar addresses the policy issues associated with the growing military and security relationship between the two most consequential democracies in the region: Australia and Japan who, with the support of the United States, are developing a relationship that will enable them to conduct cooperative military action should circumstances. Both governments are preparing to reflect security challenges by updating the 2007 Joint Declaration on Security Cooperation. Is this enough? Can mini-laterals such as the QUAD/QUAD Plus provide an adequate regional security framework for the Indo-Pacific Region? Do Australia and Japan need to build on their ‘quasi-alliance’ by making a declaration that reflects their obvious intentions to cooperate militarily to resist regional security challenges?  Does the A-JDSR represent a twenty-first century template for building trilateral and plurilateral linkages that could be part of a new regional security framework?

ABOUT THE SPEAKERS

Air Chief Marshal Mark Binskin AC

Air Chief Marshal Mark Binskin AC was the Chief of the Royal Australian Air Force 2008-2011, Vice Chief of the Australian Defence Force 2011-14, and Chief of Australian Defence Force 2014-18. He has long been a champion of the Australia-Japan Defence and Security Relationship (A-JDSR), forming personal relationships with counterparts in the Japanese Air Self-Defense Force – relationships tested in the 2011 ‘triple disaster in northern Japan when he reached out to friend and counterpart General ‘Rocky’ Iwasaki, ASDF Chief to offer RAAF air support to relieve suffering after the Tohoku earthquake. 

 

 

 

HE Shingo Yamagami

HE Shingo Yamagami has been the Ambassador of Japan to Australia since  December 2020. He has worked overseas in the United States, Hong Kong, Geneva, and London. He has a deep interest in the Special Strategic Partnership between Australia and Japan and their mutual commitment to common values. Mr Yamagami has spoken many times on the A-JDSR and considers Japan and Australia need to cooperate to keep the Indo-Pacific free and open.

 

 

 

Dr Paul Dibb AM

Dr Paul Dibb AM, is Emeritus Professor of strategic studies at the Strategic and Defence Studies Centre in the ANU College of Asia and the Pacific and was Head of that Centre from 1991 to 2004. As Deputy Secretary for Strategy and Intelligence in the Department of Defence, together with Vice-Chief of Defence Force, Vice-Admiral Alan Beaumont, Dr Dibb visited Japan to commence the first-ever strategic level military talks by Australia with Japan in 1990.

 

 

 

Mr Peter Jennings PSM

Mr Peter Jennings PSM is the immediate past executive director of the Australian Strategic Policy Institute (ASPI), a position he has held since May 2012. ASPI is Australia’s leading think-tank on national security. He was Deputy Secretary for Strategy in the Defence Department (2009-12) and Chief of Staff to the Minister for Defence (1996-98). He is a strong advocate for the A-JDSR. In 2021 he was awarded a Commendation by Japan for services to the bilateral relationship.

 

 

 

Dr Bec Strating

Dr Bec Strating is Director of La Trobe Asia and an Associate Professor in Politics and International Relations. Her research focuses on maritime disputes in Asia and Australian foreign and defence policy. She has worked in the Washington East West Center, the Singapore Institute of Southeast Asian Studies, Georgetown University and is a non-visiting fellow at the Perth US Asia Centre. She has been awarded the prestigious Boyer Prize by the Australian Institute of International Affairs in 2017 for best article published in their Journal.

 

 

 

Moderator and Chair

Dr Danielle Chubb is Senior Lecturer in International Relations at Deakin University. She has been a Research Fellow at the Honolulu-based security studies think tank, Pacific Forum CSIS. Her research interests are the policy dynamics of the Korean peninsula, the role of non-traditional actors in security arenas, human rights activism and the interaction of policy and public opinion in Australia. Dr Chubb will chair the webinar.

 

 

 


BOOK LAUNCH

The Australia-Japan Defence and Security Relationship 1945- 2021: making a friend of a former foe. 

This book covers the history, present and future states of the Australia-Japan defence and security relationship – the second-most important military relationship (after that of the United States) for both countries.  The relationship has evolved from that of former foes through to being a pillar of the western alliance system and represent a template for other regional nations to emulate.  The trilateral of the United States, Australia and Japan provides for the development of unrivalled regional military interoperability.  The creation of all underlying bilateral agreements such as the Reciprocal Access Agreement, Acquisition and Cross-servicing agreements, bolstered by the AUKUS and the QUAD, means that Australia and Japan can cooperate militarily with each other.  The book uses the insights of 94 security practitioners to argue for a formalisation of the relationship and the creation of a regional security architecture.

Peter McDermott

Peter McDermott is a former RAAF Air Commodore, aviator, educator, strategist, and Defence Diplomat. He was the Australian Defence Representative in Japan, later ADF Director of Military Strategy and the Founding Commandant of the Australian Command and Staff College. He has published on strategy and force development after studies at the US Air Force Air War College and the Japanese National Institute of Defense Studies. He has a PhD in military strategy from Deakin University, Australia
