About ADI’s Lunchtime Seminars

ADI lunchtime seminars are relaxed, informal monthly discussions on current research projects and publications. Each session features a 20-30 minute talk followed by a Q&A.  

This Month's Focus

Since the first half of the 20th century, the regulation of pharmaceuticals, medical devices and, more recently, biologicals have been controlled in many jurisdictions by specific regulatory regimes and agencies. Their regulatory mandates are similar – to ensure the quality, safety and efficacy of medical products. Dr Gleeson’s new book (The Regulation of Medical Products: Dope, Drugs and Devices, Routledge 2025) applies a particular theory of political legitimacy to assess the complexities of medical regulatory regimes. Drawing on Australian cases studies with divergent normative perspectives, she develops a dialogic approach to challenge the usual legitimation of such regulatory regimes from the perspective of science alone.

Speaker Bio

Dr Penny Gleeson is a Lecturer at Deakin Law School, Melbourne, Australia. Dr Gleeson’s expertise is in public health law, regulation, public law, new health technologies and ethics. She was an executive in the Victorian public service, including as General Counsel for the Department of Premier and Cabinet, and continues to contribute to policy and legislative reform. Dr Gleeson has published on the regulation of drugs and new medical technologies. Penny holds a PhD from the University of Melbourne and an LLM from the University of Cambridge.
